A pilot project to reduce accidents on the roads will be launched in Pavlodar
The project to strengthen road safety and reduce road deaths was called "Vision Zero Pavlodar". The authorities of the Pavlodar region will be engaged in implementing it together with the Kazakhstan Association of Urbanists.
The idea of "Vision Zero Pavlodar" was discussed with all interested parties in the situation center of the regional akimat. According to the chairman of the Kazakhstan Association of Urbanists Yerlan Aukenov, a project similar to the one proposed for implementation in Pavlodar was first implemented in Stockholm in 1997. When it gave its positive effect, they decided to resort to a similar practice in other European cities. In 2017, the project "reached" Almaty.
- Its goal is to minimize the probability of accidents, deaths and disabilities as a result of accidents on the roads, - said Yerlan Aukenov. - The main essence of the proposed concept is to assign responsibility for road safety to road designers and builders. Today, in any accident, according to the Criminal Code, either the driver of the car or the pedestrian is to blame in our country. But no one takes responsibility for the fact that a normal pedestrian crossing is simply needed in a particular place.
How much changes are needed in the road transport system of the Pavlodar region, statistics say. In 2020 alone, 705 road accidents occurred in the region, in which 48 people were killed and 670 were injured. As the head of the Kazakhstan Association of Urbanists noted, according to the indicator for 100 thousand people of the population, the death rate on the roads of the Pavlodar region is 3 times higher than in Minsk, 3.3 times higher than in Helsinki, and 3.5 times higher than in Oslo.
-In the same Minsk, where two million people live, they simply arranged security islands, raised pedestrian crossings, narrowed the roadway in certain places, dismantled parking pockets, and removed billboards somewhere, - said Yerlan Aukenov. - If we talk about Almaty, in 2017, 5103 road accidents occurred in the city, in which 136 people were killed. According to the results of 2019, two years after the implementation of such a project, the number of accidents decreased to 3245, as well as the number of deaths in them - 84 people. No additional funds were allocated for the implementation of this project - all measures were implemented as part of the average repair of roads and improvement of urban areas.
The concept of the project "Vision Zero Pavlodar" is going to be developed within two months. The Kazakhstan Association of Urbanists promised that a scientific approach and modern solutions will be used to form this document. On the part of local executive bodies, the mayor of Pavlodar Asain Baykhanov will directly oversee its implementation.
