In accordance with the instruction of the Head of State, the Anti-Corruption Agency continuously monitors and inspects the activities of government organizations and institutions involved in sports funding.

The goal of this work is to detect and prevent corruption schemes that hinder the development of the sector, and to ensure the efficient and transparent use of budget funds allocated to support mass and professional sports.

Since the beginning of this year, the Anti-Corruption Agency has been investigating 18 criminal cases related to corruption offenses in the sports sector.

The total damage established in the completed cases exceeded KZT 800 mln.

The investigations uncovered a range of corruption schemes, including fictitious training camps, salary fraud and the purchase of sports equipment at inflated prices.

On April 21, Court No. 2 of Atyrau delivered a verdict against the former Head of the Regional Department of Physical Culture and Sports D. Kospanov.

He was found guilty of accepting a bribe of KZT 1.7 mln from the senior coach of the State Institution “Olympic Reserve Training Center,” N. Mailashev, in exchange for assistance in organizing training camps at the expense of the state budget. He was also found guilty of abuse of office through the illegal collection of KZT 2.4 mln from coaches of the same institution.

Additionally, D. Kospanov was found guilty of embezzling KZT 1.1 mln in budget funds by unlawfully paying salaries to individuals who did not actually perform any work at the institution.

D. Kospanov was sentenced to 4 years of imprisonment and N. Mailashev to 3 years.

Both were permanently banned from holding positions in public service, the judiciary and local self-government authorities.

Earlier, on March 4, the Kazbekbi District Court of Karaganda issued a verdict against B. Nurlanov, the Head of the Regional Specialized Youth Olympic Reserve Football School “Zhastar.”

He was found guilty of embezzling over KZT 3 mln in budget funds through fictitious training camps.

B. Nurlanov was sentenced to 2 years of imprisonment and permanently banned from holding public service, judicial and local self-government positions.

An investigation has been completed into the Director of the RSE “Sports Development Directorate” under the Committee for Sports and Physical Culture of the Ministry of Tourism and Sports of the Republic of Kazakhstan and his deputy.

It was established that between 2022 and 2023, these officials, in collusion with a business entity, embezzled KZT 397 mln in budget funds allocated for the procurement of sports uniforms.

In addition, in 2021, while serving as Director of “Dat Corporation” LLP, the same person embezzled KZT 161 mln intended for the development of football and bandy in West Kazakhstan region.

The case is currently under review in court.

In Almaty, the Anti-Corruption Agency exposed a former Head of the Department of Physical Culture and Sports of Almaty Region for a corruption offense.

While serving as Director of the Republican Specialized Olympic Reserve Boarding School, he is suspected of accepting an KZT 8 mln bribe from a private entrepreneur in exchange for a government procurement contract for food supply services.

On April 24, by court order, the suspect was taken into custody.

The investigation is in progress.

In accordance with Article 201 of the Criminal Procedure Code, other details are not subject to disclosure in the interest of the investigation.

According to Subparagraph 1 of Paragraph 3 of Article 77 of the Constitution and Part 1 of Article 19 of the Criminal Procedure Code, every person is presumed innocent until proven guilty by a court decision that has entered into legal force.
